• Roads and highways are an example of public infrastructure provided by government at public expense
• Everyone uses them or benefits from their use
• The cost of building and maintaining them is much less than the benefit they provide
• The market, however, would not sustain that cost in a way that would preserve general utility
• Highways are physical infrastructure -- geodata is knowledge infrastructure
